Init multipart upload
Description
This operation is used to initialize a fragment upload session, which returns a unique uploadId for subsequent upload fragments. Initializing the fragment upload requires Bucket WRITE permission, otherwise it will return 403. After the initialization, Upload part and Complete multipart operations need to be completed within 7 days. After more than 7 days, the uploaded fragments will be treated as rubbish.
